- 개인 사용자, 전파인증 없이 해외 스마트폰 국내 반입 가능. 개인당 모델별로 한 대 구매해서 인증 없이 개통.
올해부터는 전파인증을 받지 않더라도 판매 목적이 아니라면 1인 1대 한해 국내사용이 가능하다. 1대란 제품 모델을 뜻하는 것으로 모델명이 다르다면 여러 대를 구입해 개통하는 것도 가능하다.
방송통신위원회는 국민들의 신기술 기기 사용에 대한 요구 충족, 불편 최소화 및 국내 산업 경쟁력 강화를 위해 방송통신 기기 인증 제도를 개편해 1월부터 시행한다고 밝혔다.
지금까지는 신기술에 목말라 하던 소비자들은 해외 단말기를 구입해 개인 인증비를 지불하면서 사용해왔다. 이번 방송통신 기기 인증 제도가 개편되기 전에는 민간시험소에 인증을 위탁할 경우 50만원(시험비, 인증심사비, 등록세, 면허세, 대행수수료 및 부가세 포함)을 내야만 했다. 또한, 한달 가량 시간이 소모되지만, 민간시험소 위탁보단 저렴한 가격으로 인증 받기 위해 개인이 직접 움직인다 하더라도 37만원 가량 금액을 지불해야만 인증 절차를 완료할 수 있었다.
방송통신 기기 인증 제도가 개편되면서, 앞으로는 개인의 경우 1인 1모델에 한해 전파인증을 위한 금전적인/시간적 부담 없이 없어진다. 판매목적이 아닌 경우 1대에 한해 반입신고서 (제품종류, 인적사항, 연락처 등 기재)를 전파연구소에 제출만 하면 된다. 예를 들어 개인이라면, 갤럭시S 해외버전을 구입해 전파인증 없이 사용이 가능하며, 미판매 모델인 윈도우폰7을 구매해서 동시에 사용해도 된다. 개인에 한해서는 모델별로 전파인증이 면제되기 때문에 국내 인증된 적이 없는 단말기라 하더라도 상관없다.
이외에도, 다른 제품 인증시 시험을 통해 검증된 무선모듈(Wi-Fi, 블루투스 등)이 다른 제품에 동일하게 사용되는 경우, 중복 시험항목이 면제된다. 예를 들어 제조사가 후속모델에 기존 제품에 사용된 동일 모듈을 적용할 때는 인증을 다시 받을 필요가 없다. 이로 때문에 인증비용이 절감되고 인증기간도 단축할 수 있게 된다.
그리고, 방송통신위원회는 현재 5대로 한정되어 있는 시험연구용 방송통신기기 면제수량을 산업계의 요구와 해외사례 등을 반영하여 연구에 지장을 초래하지 않도록 확대할 예정이다.

이러한 제도개편을 통해 산업계와 국민의 인증비용이 약 120억원 절감, 기기별로는
30일의 인증기간이 단축될 것이며, 인증을 위한 사전준비 등에 소요되는 유무형의
간접비용도 줄일 수 있을 것으로 기대했다.
